When Aceveda is conversing Bill (''Doghouse'') about the changes that are needed to be made, hinting for a leadership position on the police committee and authorization provided along with it to steer policy, protect the council's interests , David initiates a eye to eye contact with one of the ladies in front of the bar, happening to be Sara. As for why Aceveda's (actor Benito Martinez) character arc took this turn with Sara was to still fit him in as one of the main characters, he wasn't a Captain anymore in two episodes in and was still dealing with his rape progression as of getting back the control and masculinity.
