Season 4[]
When Aceveda is conversing Bill (''Doghouse'') about the changes that are needed to be made, hinting for a leadership position on the police committee and authorization provided along with it to steer policy, protect the council's interests , David initiates a eye to eye contact with one of the ladies in front of the bar, happening to be Sara. She comes over looking for a light for her cigarette, maybe one of her approaching tactics. After David talks to her for a while it is revealed that she is fresh in town and originally came from Phoenix leaving him with contact visit card. As if in the need of control Aceveda not the Captain any more, goes back to the police station , not to leave any traces of him, he uses the computer database to run her name through (with Monica Rawling interrupting him if he was there for police business) and it

comes back with no records of offenses and now he also knows where Sara lives, he seeks her out with a untraceable phone booth call, by the end of the night she asks him to proposition her, next meeting with a gift and receipt 600 dollars worth and terms about the sexual limits.

As for why Aceveda's (actor Benito Martinez) character arc took this turn with Sara was to still fit him in as one of the main characters, he wasn't a Captain anymore in two episodes in and was still dealing with his rape progression as of getting back the control and masculinity.
