Roy Phillips was the Assistant Chief of the Los Angeles Police Department, replacing Ben Gilroy.

Phillips stopped by the Barn to talk with Captain David Aceveda. As he was walking away, Detective Claudette Wyms approached him. Roy admitted to her that Aceveda had decided not to step down from the captain position yet.

Kavanaugh trying to convince Phillips investigating Lem's case in On the Jones.
As Lem was killed by the result of Kavanaugh feeding Aceveda a story about Curtis giving up the rest of the strike team. He feels guilty on some level of his conscious and comes to plead Phillips letting him investigate Lemansky's murder discreetly, convincing Roy quoting.
The brick of tar that we found on Lemansky was a part of something dirty that Vic put into motion. Curtis got caught.Vic needed to protect himself. So he let Lemansky take the plea while he brokered a deal with Antwon Mitchell for his guy's safety in the joint. But the Mitchell deal, it went bad. Curtis panicked, went on the run. Vic knew that his guy was gonna crack Curtis was gonna turn on.
Phillips coming out to the balcony, commanding Kavanaugh and Vic to end the brawl in On the Jones.
