Kouf was a Los Angeles Police Department detective working at the Wilshire precinct.
Season 3[]
Kouf was working the case of the murder of Barbara and Jeff Hisk. The morning they were found dead, he went to the Barn to question Barbara's ex-husband, Officer Tommy Hisk. He found him in the mess hall, with other cops, and asked to speak with him. Tommy told him he was about to go on duty, but Kouf insisted to speak alone. As Officers Julien Lowe and Lucas looked for Captain David Aceveda, Kouf led Tommy upstairs to Aceveda's office. When Aceveda arrived, they went inside and Kouf informed him about the murder of his ex-wife and son. When he told him he had to take him to Wilshire for interrogation, Aceveda tried to stop him from doing it. While they were discussing it, Tommy lost control and threw a chair out of Aceveda's window. Kouf and Aceveda looked down in disbelief. Kouf then took him to one of the interrogation rooms.

With Aceveda present, Kouf questioned Tommy about what he was doing the night before. Tommy kept asking if he could see his son, but Kouf continued pressing him about the frequent break-ins that his ex-wife had reported at the house. When asked about this, Tommy told him that she didn't want to leave the house and he couldn't pay anything better. Kouf then asked him about a coin collection that had been stolen during one of the break-ins. The collection belonged to Tommy's father, and according to Barbara's sister, Jeff had seen it at Tommy's house.
At this moment, Captain Steve Griggs arrived and Kouf and Aceveda walked out. While Aceveda and Griggs argued about taking him to Wilshire, Kouf stood aside looking. When they returned to the interrogation room, they found out Vic Mackey had locked himself inside with Tommy. They kept knocking until Vic came out, claiming he was just giving his support to Tommy. Kouf then kept pressing about the coin collection, but Tommy asked for his lawyer. At this point, Griggs told Kouf to handcuff Tommy and take him to Wilshire.
