Jamal is a civilian who was a victim of a robbery.
Before Season 4[]
Six or seven months ago someone broke into Jamal's house and stole his custom-made necklace and television set. Even though he reported the crime, none of the officers in the area seemed to care about the theft.
Season 4[]
After Scooby and Carl were stabbed to death in the sewers and Jamal's necklace was recovered at the scene of the crime, Jamal was sent to The Barn and interrogated by Dutch and Claudette. Jamal admitted that the necklace was his and that he reported the theft of his necklace, since he spent $3,000 having it made. However, no one responded to the situation, and Jamal suddenly realized that they were interested since his crime was intertwined with the cop killings.
