Gino was an Internal Affairs Detective who Captain Rawling hired to look over any wrong doing of the Strike Team in season 4 of The Shield.
Season 4[]
In Cut Throat the captain needs to prove that Vic is the right man being the lead Detective for the new seizure asset policy, most likely against Councilman Aceveda since her policy runs against his ideas. Monica puts Gino into a Gang Task Force with Mackey, because she needs someone like him to say there are no suspicions about him.
In Back in the Hole, Captain Rawling breaks Antwon Mitchell morally, threatening his son who was in prison with getting raped just to get the information about who killed their officers Carl and Scooby. That didn't help the alliance between Vic and Antwon. Mitchell hinted to Captain Rawling that Shane and Army were way corrupt before any of them cops got killed.That broke the trust between Monica and Vic so she called IAD for assistance. Gino arrived to the office and told her nothing seemed to be out of place, but she told him to stay on the entire Strike Team.
When the whole squad is celebrating in the bar over the finale montage in Ain't That a Shame, his character is highlighted in the end as Lem has been tied to a theft under a collar of authority, that now means IAD has a strong case against him and high morale to net all the Strike Team. That sets the tone for the new season.
